I am just speculating. 

As far as Gomes researching the issue it quite possible that:

(1) Gomes did not find time to research,  or

(2) he found out it is a very touchy subject for TSA hierarchy and did not
want to get involved or

(3) Could not locate any information on it.

Just my 2 cents.
