It could certainly be better (as has been pointed out, it could be
better everywhere). One thing that has been rather successful is
decentralization; for example, while the New York Lodge is keeping a
stable membership, there are a number of members of the New York Lodge
who have started local study groups, all of whom are doing quite well
(and one, in Red Bank, New Jersey, has become a Lodge in its own right).
