I think Bills problem is probably pretty much the same as JFK's. They are
(or were) consuming enough amphetamines a day to get them through the job,
but a side effect is that they're as horny as hell. 

Has everybody seen Primary Colours? If the film is anything to go by,
Hillary gets off on the power trip and lets Bills infidelities slide
because he's such a schmoozer.
