The idea that there is an infinite hierarchy, with neither highest nor
lowest, makes the most sense to me.  There may be limited levels of
attainment within each kingdom, but that only means that more advanced
kingdoms can always be found, for the lowest elemental on downwards, and
for the God of the limited, known universe, on upwards.
